WhatsApp: Documents accepted for Meta Business Verification
Meta Business Verification is separate from creating a WhatsApp Business Account (WABA) or registering a phone number. You do not need to complete business verification—or provide a phone bill—to create a WABA, register a sender, or begin sending approved outbound message templates after the rest of your WhatsApp setup is complete.
Business verification becomes important when you want to qualify for higher messaging limits or WhatsApp Calling. Meta, not Telnyx, reviews the documents and makes the final verification decision.
What business verification affects
Meta Business Verification:
helps establish that your organization is a legally registered business;
is required for eligibility to scale beyond the initial messaging limit, typically from 250 to 2,000 or more business-initiated conversations per day; and
is required for WhatsApp Calling eligibility. Other Meta eligibility and quality requirements may also apply.
Meta Business Verification does not:
create your WABA;
register or prove control of your WhatsApp phone number—the registration code sent by SMS or voice call does that;
by itself block basic outbound template messaging while verification is pending; or
give your business a verified badge. Meta Verified is a separate product.
Documents Meta accepts
Your documents must validate:
your legal business name; and
either your official mailing address or your business phone number.
Meta lists the following five primary document types:

You usually do not need a phone bill. A utility or phone bill is only one of five options and is the least direct choice because it cannot verify the legal business name on its own. A letter of authorization (LOA), number-ownership letter, or Telnyx attestation is not one of Meta’s listed business-verification document types.
The easiest verification path
Start with a business registration, license, or incorporation document. Choose one that already shows both your exact legal business name and official address.
Check Meta Business Suite before uploading. The legal name, address, phone number, website, and other business details should match the document exactly, including abbreviations and punctuation where possible.
Use a government-issued tax certificate or business bank statement if needed. These are generally better alternatives than requesting a per-number phone invoice.
Use a utility bill only as a last option. It is useful for proving an address or phone number, but Meta may require a second document to establish the legal business name.
Document checklist
Before submitting, make sure each document:
is valid, current, and not expired;
was issued by the relevant government authority, bank, or utility provider;
is clear, legible, complete, and not cropped;
shows the same legal business name and address or phone number entered in Meta Business Suite; and
does not contain unnecessary personal information. Cover sensitive personal details that Meta does not need, such as a Social Security number or local equivalent.
Meta supports business documents in Arabic, Bengali, English, French, German, Greek, Hebrew, Hindi, Indonesian, Italian, Japanese, Korean, Malaysian, Mandarin, Polish, Portuguese, Russian, Spanish, Thai, Turkish, and Vietnamese. If your document is in another language, include an English translation bearing the official stamp of a translation agency.
How to submit your documents
Submit directly through Meta
Sign in to the Meta Business Suite account that owns the business portfolio connected to your WABA.
Open the business verification prompt in Settings or Security Center. Meta’s menu labels may vary by account.
Review your legal business details and correct any mismatches before uploading.
Upload the requested document or documents and complete Meta’s verification steps.
Monitor the verification status in Meta Business Suite and respond if Meta requests more information.
Submit with help from Telnyx
If Telnyx is coordinating your WhatsApp onboarding or Meta asks you to work through your Business Solution Provider, contact Telnyx Support. Include your Telnyx account identifier and WABA or Meta business portfolio ID, but do not send sensitive documents in an unsecured message. Follow the secure upload instructions provided by Support.
For partner-led verification coordinated by Telnyx, Meta supports up to three documents in PDF, JPEG, or PNG format, with a maximum file size of 5 MB per document. Telnyx can submit the information for review, but Meta makes the final approval decision.
If verification fails
Compare the rejected document with the business details in Meta Business Suite and correct any mismatch.
Replace an LOA, attestation, self-filed tax form, expired document, or incomplete image with one of the five accepted document types above.
Try a registration, license, or incorporation document before trying to obtain a phone-number-specific invoice.
If Meta requests additional evidence, provide the specific document requested or contact Telnyx Support with the rejection message.

Do I need a Telnyx invoice showing my WhatsApp number?
No, not in most cases. Meta accepts four other primary document types. Start with your business registration, license, or incorporation document.
Can I create a WABA before my business is verified?
Yes. Business verification is a separate Meta process. You can create a WABA and register a phone number through Embedded Signup without uploading business-verification documents.
Can I send messages while business verification is pending?
Yes. A pending business-verification status does not by itself prevent basic outbound sends using approved templates once your WABA and sender are otherwise configured. Verification is needed for eligibility to scale messaging limits and use WhatsApp Calling.
Does business verification give me a verified badge?
No. Meta Business Verification and Meta Verified are separate processes.
