SMS & MMS Long Code Product and Carrier Fee Changes
Since Feb 1, 2020, all long code SMS and MMS terminating to Verizon has been moved to its new 10 digit long code (10 DLC) A2P service. The new service has been designed specifically for commercial long code messaging, and provides improved stability and deliverability. AT&T also launched 10DLC recently, and other carriers are also following this lead.
Along with this change, Verizon is implementing a surcharge of $0.0025 per mobile terminated SMS message and $0.005 per mobile terminated MMS message. The carrier fee is for SMS and MMS messages sent to Verizon numbers only, and is standard throughout the industry. While AT&T and other carriers have not yet established their rates, they will most likely be the same as that of Verizon.

What is 10 DLC?
10DLC allows businesses to send application-to-person text messages (A2P) using local long codes. Traditionally, sending A2P messages to local long codes has been discouraged and disallowed according to CTIA guidelines.
Why is 10DLC being introduced?
Carriers like Verizon are introducing 10DLC to provide a sanctioned platform for businesses to send SMS and MMS messages using long codes. Their objective is to protect consumers from unwanted spam, while still allowing businesses to better connect with their customers.
What are the carriers charging?
Verizon is adding a surcharge of $0.0025 for SMS and $0.005 for MMS. There may be similar fees on other networks implemented in 2020. If that happens, we’ll let you know as soon as possible.
Are providers other than subject to this 10DLC fee?
All commercial long code traffic will be subject to the fee regardless of your provider. We’ll pass this fee through with no additional markup.
Will there be a pre-vetting process for 10DLC?
While Verizon does not include a pre-vetting process, AT&T does. Because your messaging traffic isn’t delivered through just one carrier, it is necessary to complete this pre-vetting process. We are currently working on making this process seamless by allowing users to register a brand -- which is the business you are creating the campaign for -- and creating corresponding A2P campaigns for that brand, indicating the use-cases (e.g 2FA, account notifications etc). We'll keep you posted on when this functionality is available through our Mission Control Portal!
Does this affect (person-to-person) P2P traffic?
No, the surcharges and requirements for 10DLC don’t apply to P2P traffic.
Does 10DLC affect my message throughput?
Carriers are taking their own approaches to 10DLC throughput. AT&T will base throughput on message class, which is assigned after registering your A2P campaign. If your assigned throughput is too low, a third-party can vet your use case as legitimate, and assign a RISQ (Routine Information and Services Quality) score. Depending on this score, you may be allowed a higher message throughput. Verizon has not announced their throughput limits, but the maximum will most likely be around 30 TPS (transactions per second.)
What do I need to do?
Once the service launches, there will be a grace period to migrate your A2P messages to 10DLC, through the pre-vetting process described above. We’re currently working on a way to allow customers to register and assign messaging profiles to 10DLC’s within the portal -- we will let you know when this functionality is available.

What went into effect with AT&T’s 10DLC recent launch?
The official 1st day of the soft launch of the 10DLC A2P service was August 17th. We are working to allow our users to create brands and campaigns in the Telnyx portal for the hard Launch Nov 1st.
Will Toll-Free Numbers (TFN) be affected by 10DLC?
No, TFN is not governed under this launch, only long codes.
Will 10DLC for MMS launch at the same time?
No, not initially - AT&T is working on a separate launch plan for MMS.
What will AT&T charge for 10DLC messaging?
We are waiting on the AT&T internal teams for final pricing information.
