Telnyx has introduced phone number ordering restrictions to combat fraudulent activity and enhance the security of our platform. In this guide, we’ll walk you through what these restrictions mean and how they may affect your ability to order numbers.
Account Verification Level
Ordering restrictions are enforced based on your account verification level. There are two verification frameworks, each with their own set of ordering restrictions:
The Level 1 / Level 2 framework (Legacy)
The Trial-Paid-Verified-Enterprise (TPVE) framework
Before proceeding, please refer to this guide to figure out your own account's verification level.
+1 Toll Free ordering restrictions
Effective September 22, 2025, accounts created with a freemail domain (e.g., gmail.com, yahoo.com, outlook.com, etc) will face restrictions when ordering +1 toll-free phone numbers.
Freemail accounts created on or after September 22, 2025
Cannot order +1 toll-free phone numbers. Regardless of your account verification level or framework.
Freemail accounts created before September 22, 2025
You are still eligible to order +1 toll-free numbers if you meet the other account qualifications (read the rest of this guide)
Non-freemail accounts (corporate or custom domains)
You are still eligible to order +1 toll-free numbers if you meet the other account qualifications (read the rest of this guide)
Level 1 / Level 2
(Legacy)
Ordering Restrictions
Accounts created after March 24, 2025 with a Level 1 (L1) status will only be able to order local phone numbers in their account's country of origin.
Pre-existing L1 accounts (created before March 24, 2025) have only one ordering restriction: they will not be able to order toll-free phone numbers. Telnyx reserves the right to update these restrictions in the future.
All Level 2 (L2) accounts have no ordering restrictions.
In other words:
Accounts created before March 24, 2025
L1: Cannot order toll-free phone numbers. No further restricstions
L2: No restrictions
Accounts created after March 24, 2025:
L1: Can only order local numbers from their country of origin
L2: No restrictions

Sub users:
Sub user ordering restrictions will be based on their organization owner's account signup date and verification status. It will not be determined based on the sub users account.
Managed Accounts:
Ordering restrictions will be based on the account signup date and verification status of each individual ManagER or ManagED account.
